Financial institutions are judged by examiners, not feature lists. The identity stack has to show who can move money or reach customer data, prove that access was reviewed, and cover the legacy systems a modern platform cannot reach. This ranking picks the strongest tool for each of those jobs.

## How we ranked

Each pick is scored on our [10-dimension capability rubric](https://startwithidentity.com/methodology/), then weighed for sector fit: audit evidence, segregation of duties, privileged-account control, coverage of legacy systems and service accounts, and vendor concentration risk. The [financial services vertical guide](https://startwithidentity.com/verticals/financial-services/) covers the regulatory picture, and [top 5 IAM solutions for financial services](https://startwithidentity.com/articles/top-5-iam-for-financial-services/) compares workforce platforms in more depth.

## Who each pick is for

[Microsoft Entra ID](https://startwithidentity.com/vendors/iam/microsoft-entra/) anchors workforce identity in Microsoft-centric banks. Conditional Access combines user, device, location and risk signals, and the cost is largely bundled into Microsoft 365 with P1 and P2 add-ons. It is SaaS only.

[CyberArk](https://startwithidentity.com/vendors/pam/cyberark/) is the privileged access control auditors expect to see. Palo Alto Networks completed its acquisition on 11 February 2026 and rebranded the portfolio Idira in May 2026, so buyers who valued vendor neutrality should reassess. Pricing is unpublished and premium.

[SailPoint](https://startwithidentity.com/vendors/iga/sailpoint/) delivers certifications, provisioning and segregation-of-duties policy at scale, in SaaS or self-hosted form. It governs access but does not authenticate anyone.

[Okta](https://startwithidentity.com/vendors/iam/okta/) fits institutions running heterogeneous stacks that want a neutral front door with the largest integration catalog. After the October 2023 support-system breach, tenant hardening is a real operational task.

[Silverfort](https://startwithidentity.com/vendors/itdr/silverfort/) extends MFA and threat detection to legacy applications, Active Directory authentication, command-line access and service accounts. It licenses by employee headcount rather than protected identities, so extending coverage does not raise the bill.

## Quick picker by scenario

- **Microsoft-standard bank:** Entra ID plus SailPoint.
- **Multi-vendor estate or concentration-risk concern:** Okta as the identity front door.
- **Mainframe, AD and service accounts outside MFA:** Silverfort.
- **Examiner findings on privileged access:** CyberArk (Idira); compare [CyberArk vs Delinea](https://startwithidentity.com/compare/cyberark-vs-delinea/).

## Trade-offs to plan for

Most of this stack is quote-based, so model five-year cost including implementation.
