Government identity selection is decided by deployment and assurance before features. A platform that cannot run inside the required boundary, or on premises, is out regardless of how well it scores. This ranking fills the five jobs a public-sector identity program needs.

## How we ranked

Each pick is scored on our [10-dimension capability rubric](https://startwithidentity.com/methodology/), then weighed for public-sector fit: deployment options (SaaS, self-hosted, hybrid), phishing-resistant authentication, audit evidence, and whether compliance claims can be verified in public. The [government vertical guide](https://startwithidentity.com/verticals/government/) and [identity for government](https://startwithidentity.com/articles/identity-for-government/) cover national eIDs and assurance levels; this page is about which tools to shortlist.

## Who each pick is for

[Microsoft Entra ID](https://startwithidentity.com/vendors/iam/microsoft-entra/) fits agencies on Microsoft 365. Conditional Access combines user, device, location and risk signals, and certificate-based and passkey sign-in are mature. It is SaaS only, and capabilities are split across P1, P2 and Microsoft 365 bundles, so confirm what you are licensed for.

[Ping Identity](https://startwithidentity.com/vendors/iam/ping-identity/) has the deepest federation heritage of the major vendors and serious self-hosted and hybrid options. It now includes ForgeRock and Procyon (PingOne Privilege). Budget for identity engineers.

[SailPoint](https://startwithidentity.com/vendors/iga/sailpoint/) governs access: certifications, provisioning and separation of duties, in SaaS or self-hosted form. It is not an identity provider, and time to value is measured in months.

[CyberArk](https://startwithidentity.com/vendors/pam/cyberark/) remains the privileged access reference, but it is now part of Palo Alto Networks and branded Idira. Federal buyers should confirm its FedRAMP status directly.

[Keycloak](https://startwithidentity.com/vendors/open-source/keycloak/) is the open-source, self-hosted option under Apache 2.0, a CNCF project sponsored by Red Hat. There is no license cost; you own high availability, upgrades and patching.

## Quick picker by scenario

- **Microsoft-standard agency:** Entra ID, then SailPoint for governance.
- **Air-gapped or sovereign network:** Keycloak or self-hosted Ping.
- **Federation across agencies and partners:** Ping.
- **Privileged access on mission systems:** CyberArk (Idira), and price [Delinea](https://startwithidentity.com/vendors/pam/delinea/) alongside it (see [CyberArk vs Delinea](https://startwithidentity.com/compare/cyberark-vs-delinea/)).

## Trade-offs to plan for

Ask for the authorization package and audit period, not a logo on a slide. Ping, SailPoint and CyberArk are quote-based; Entra is bundled with Microsoft licensing; Keycloak is free but not free to run. For compliance-led PAM selection see [compliant PAM platforms](https://startwithidentity.com/rankings/best-compliant-pam-platforms/), and for the federation head-to-head see [Microsoft Entra vs Ping Identity](https://startwithidentity.com/compare/microsoft-entra-vs-ping-identity/).
