Vietnam runs a tightly integrated, state-controlled digital ID system led by the Ministry of Public Security, pairing the chip-embedded national identity card (Can cuoc) with the VNeID mobile app, both built on the National Population Database. VNeID has roughly 67 million accounts.
VNeID is Vietnam's official electronic identity application, letting citizens store and present digital versions of their identity and other documents and complete administrative procedures online. It is built on the National Population Database and operated by the Ministry of Public Security. Since July 2024 it has been the single app for public administrative services, and the government plans to expand it into a national digital super-app.

It is the physical counterpart to VNeID and the source credential for issuing electronic ID accounts. Under the 2023 Law on Identification, effective July 2024, the card was renamed from Can cuoc cong dan to Can cuoc and its biometric data expanded.
