Colombia pairs the Registraduria's ICAO-compliant Cedula Digital (a polycarbonate national ID card with a companion mobile version, launched in 2020) with MinTIC's Carpeta Ciudadana Digital, the GOV.CO services layer that uses the digital identity to authenticate citizens online.
The Cedula Digital is Colombia's modernized national identity document, issued as a tamper-resistant polycarbonate card and as a virtual version inside the Cedula Digital Colombia mobile app. It incorporates advanced biometrics and security features and complies with the ICAO 9303 standard. It is voluntary, with the legacy yellow cedula remaining valid alongside it.
See how it works →The Carpeta Ciudadana Digital gives each citizen a secure personal cloud space to receive, store and share official documents and complete government procedures online. It is one of the base Servicios Ciudadanos Digitales and is paired with an Autenticacion Digital service that verifies a user's identity. It is accessed primarily using the Cedula de Ciudadania Digital.
