What Is Workforce Identity? Workforce Identity Management Explained

By SWI Community Team · Updated 2026-10-17 · 7 min

Workforce identity is the set of digital identities belonging to the people who work for or with an organization: employees, contractors, and partners. Workforce identity management (workforce IAM) is how those identities are created, authenticated, granted access to company systems, reviewed, and removed. In practice it means one directory as the source of truth, single sign-on with strong MFA in front of every application, and access that follows the HR record from first day to last.

How workforce identity differs from customer and non-human identity

Identity programs usually split into three populations, and each is built differently.

  • Workforce identity covers people the organization employs or contracts. The goal is control: access is granted because of a job, MFA is mandatory, and auditors expect evidence of who had access and why.
  • Customer identity (CIAM) covers the people who use a product. The goal is conversion at consumer scale, with self-service registration, consent records, and fraud defense. A workforce user completes whatever login you require; a customer abandons.
  • Non-human identity (NHI) covers service accounts, API keys, workloads, and AI agents. These have no HR record and no manager, which is why they need their own ownership and rotation model.

Unqualified, "IAM" usually means the workforce slice. Our what is IAM guide covers the wider discipline.

Core components of workforce IAM

  • Directory and identity provider. The authoritative record of users and groups, often still Active Directory on-premises synchronized to a cloud identity provider such as Microsoft Entra ID or Okta.
  • SSO and federation. One login for every application, using SAML 2.0 or OpenID Connect. Federation extends the same identity to partners and clouds.
  • MFA, moving to phishing-resistant. NIST SP 800-63B-4 requires verifiers to offer at least one phishing-resistant option at AAL2 and requires phishing resistance at AAL3. For workforce that means passkeys, FIDO2 security keys, or smart cards rather than SMS codes. See phishing-resistant MFA.
  • Lifecycle and provisioning. HR events drive joiner-mover-leaver changes, pushed to applications through SCIM 2.0 (RFC 7644). The leaver step is where programs fail: in a FIDO Alliance and HID survey of 500 IT and security leaders, 94 percent said they could revoke access within 24 hours, yet 35 percent had experienced delays or failures revoking access in the past two years.
  • Governance. Access certification, access requests, and segregation of duties keep access correct over time. This is IGA, typically a product such as SailPoint beside the identity provider.
  • Privileged access. Administrators get vaulted credentials, session recording, and just-in-time access through PAM, for example CyberArk (now Idira, part of Palo Alto Networks).
  • Identity threat detection and response. ITDR watches the directory and identity provider for attacks such as token theft and privilege escalation; Microsoft Defender for Identity is a common starting point in Microsoft estates.

Common architecture

Most organizations land on the same shape:

  1. HR system as source of truth. Hires, transfers, and terminations start here.
  2. Directory and cloud identity provider. HR events create and change accounts; the IdP holds group membership and authentication policy.
  3. SSO and conditional access in front of applications. Every SaaS and internal app trusts the IdP over SAML or OIDC, and conditional access checks device and risk at sign-in.
  4. SCIM provisioning outward. The IdP creates and disables accounts in each application so removal in one place removes access everywhere.
  5. Governance, PAM, and ITDR as layers. Governance reviews what the IdP granted, PAM controls admin paths the IdP does not, and ITDR watches both.

The gaps are predictable: applications that do not support SCIM, local admin accounts that never enter SSO, and SaaS bought outside procurement. Large estates with several directories often join them with an identity fabric rather than a single platform.

What changed in 2026

  • Passkeys for workforce are mainstream intent, not yet mainstream deployment. The same FIDO Alliance and HID study found 93 percent of organizations somewhere in a passkey rollout but only 13 percent deployed at scale.
  • Microsoft Entra ID is retiring the SMS and voice MFA it delivers. Passkeys became the default on September 1, 2026, and Microsoft-delivered SMS and voice end on February 1, 2027 for most users, per Microsoft's retirement guide. Our SMS off-ramp plan covers the migration.
  • AI agents act for employees. An agent that reads mail or files tickets on a user's behalf needs delegated, scoped, short-lived access tied to that user, not a shared API key. OAuth token exchange (RFC 8693) defines an act claim for exactly this delegation. See securing AI agent identities and agentic identity.

How to choose a workforce identity platform

Start from what you already license and run. Microsoft 365 estates usually begin with Entra ID; organizations that want a neutral identity provider across Microsoft, Google, and AWS often choose Okta or Ping Identity; smaller teams that also need device management often look at JumpCloud. Then check four things in order: SCIM coverage for your top applications, phishing-resistant MFA for every user including admins, deployment constraints (cloud only, or hybrid with on-premises AD), and whether governance and PAM come from the same vendor or separate ones.

Most workforce platforms are delivered as IDaaS. For scored shortlists, see IAM platforms compared, best IAM for enterprises, best IAM for small business, and our top workforce identity platforms, or browse all workforce IAM vendors.

Workforce identity federation, the term and the Google Cloud product

"Workforce identity federation" describes a pattern: employees sign in with the identity provider they already have to reach another organization's or a cloud's resources, over SAML or OIDC. Google Cloud also uses Workforce Identity Federation as a product name. Per Google Cloud's documentation, it lets users in an external IdP that supports OIDC or SAML 2.0, such as Entra ID or Okta, use SSO to access Google Cloud resources, and it is sync-less: user accounts are not copied into Google. Do not confuse it with workload identity federation, which gives software, not people, short-lived cloud credentials.

Frequently asked questions

What is workforce identity?
Workforce identity is the set of digital identities that belong to the people who work for or with an organization: employees, contractors, and partners. Each identity is an account in a directory, the credentials that prove it, and the access it has been granted to company systems.
What is the difference between workforce identity and customer identity?
Workforce identity covers people the organization employs or contracts, and optimizes for control: access follows the HR record, MFA is mandatory, and access is reviewed. Customer identity (CIAM) covers the people who use a product, and optimizes for sign-up conversion, consumer scale, consent, and fraud defense.
What is workforce identity management?
Workforce identity management, or workforce IAM, is the practice and tooling for managing workforce identities across their lifecycle: creating accounts when someone joins, authenticating them with SSO and MFA, changing access when they move roles, reviewing that access, and removing it when they leave.
What is a workforce identity platform?
A workforce identity platform is a product, usually delivered as IDaaS, that combines a directory, single sign-on over SAML and OpenID Connect, MFA, and SCIM provisioning to company applications. Okta, Microsoft Entra ID, Ping Identity, and JumpCloud are common examples. Governance, privileged access, and threat detection are often separate products.
Is workforce identity the same as IAM?
Mostly. When people say IAM without qualification they usually mean workforce IAM. Strictly, IAM is the wider discipline that also includes customer identity (CIAM) and non-human identities such as service accounts and workloads, so workforce identity is the employee and contractor part of IAM.
What is workforce identity federation?
In general, workforce identity federation means letting employees use the identity provider they already have to sign in to another organization's or cloud's resources, using SAML or OpenID Connect. Workforce Identity Federation is also the name of a Google Cloud feature that lets users in an external IdP such as Microsoft Entra ID or Okta use SSO to reach Google Cloud resources without syncing their accounts into Google. It is different from Workload Identity Federation, which is for software, not people.
